Even though this is not a notarized form, a notary can serve as the employer’s authorized representative to complete this form and I have done so with many people who were in Memphis while their new employer was located somewhere else.
The US Citizenship and Immigration Services has this to say about the I-9 Form:
Form I-9 is used for verifying the identity and employment authorization of individuals hired for employment in the United States. All U.S. employers must ensure proper completion of Form I-9 for each individual they hire for employment in the United States. This includes citizens and noncitizens. Both employees and employers (or authorized representatives of the employer) must complete the form.

There is a specific list of documents on the last page of the I-9 form that you will need to bring with you in order to complete this form.
I currently charge $20.00 to complete an I-9 Form if you come to me at a location of my choosing. This is due in cash at the time of service.
If you need me to travel to your location to provide this service, my trip fee is $25.00, for a total of $45.00 due in cash upon arrival.
